I have some spare 20 x 12 x 30 sleeves and I probably will use 12mm 12.9 shoulder bolts to hold it all together.

The cut off tread flange fit neatly on top of the brake discs and make it possible for me to have brake disc and freewheel on the same side.

Have to find a way to either remove the bearing bush or make the hole larger for a spacer for the through bolt.
I have tried before to file up the hole in a bearing bush and failed, it is a very hard material.

They usually just tap out , inwards sometimes ?

I've used a dremel before today to enlarge one. Like you I also found them way too hard for a file.

I just turn and mill a fitting expanding mandrell and a slide hammer.
